Why is 70% isopropyl alcohol used instead of 100%?

70% isopropyl alcohol kills microbes more effectively than pure alcohol because the water helps it penetrate cell walls and slows evaporation, giving it more contact time. Pure alcohol evaporates almost instantly and can fix some cells rather than killing them. Use 70% to wipe surfaces, gloves, and the outside of jars and syringes.
